GUIDELINES FOR LOCAL FINANCIAL ASSISTANCE

WHAT IS NEEDED TO OBTAIN LOCAL FINANCIAL ASSISTANCE?


1. Applicants must complete the Financial Assistance Application provided and must include all sources of income.

2. Applicants must be a bona fide resident of Clinton County for at least three months.

3. The State of Ohio no longer recognizes common law marriages. Any aid granted by the VSC will be limited to the veteran, legal spouse or dependent child, only.

4. Types of local (County) aid will be limited to:

  • Food
  • Utilities/Rent/Mortgage
  • Transportation to VAMC Dayton
  • Prescriptions

5. Any applicant for local county assistance that is eligible to enroll in the VA Health Care System for treatment or eligible to file a valid claim for compensation or pension with the VA may be required to do so.

6. Types of documentation that will or may be requested:

  1. DD214 / Proof of Active Military Service
  2. Marriage Certificate or Licenses
  3. Birth Certificates
  4. Death Certificates
  5. Divorce documentation
  6. Proof of residency
  7. Income, earnings statements for all sources of income.
  8. Pay stubs or Lay-off notices
  9. Award letters from Workman's Compensation, Social Security, or Private Pension Systems
  10. IRS statements from previous year.
  11. Proof of any claimed disabilities
  12. Eviction/Shut off/late notices/landlord statements
  13. Bills for; Utilities, Rent, Mortgage, Water, Electric, Heat, Fuel Oil, Propane, Telephone, Cable, Auto Payments, Insurances, Credit Accounts (Credit Cards), Rx and or Medical costs.
  14. Applicants will need a current photo ID and Reading glasses if needed

 7. A personal investigation to confirm the accuracy of the information on the application may be made at the discretion of the VSC.

8. If an applicant is denied assistance, they may request an appeal by submitting a letter to the VSC and may be required to personally appear before the board.

9. The Commission Board has regularly scheduled meetings on the second and fourth Tuesday's of each month.  The fourth Tuesday meeting of each month is based on the number or urgency of cases that need reviewed by the board.

10. While a spouse may fill out the application forms for assistance, the form must be signed by the veteran.

As of November 2005 in order to correctly comply with the intent of Ohio Revised Code (Ohio Law, ORC Title 5900) from this time forth, all applications for local county financial assistance must be signed by the veteran.

The staff of the Veterans Service Office will make every effort, within reason, to facilitate this need and to get the applications signed if the veteran cannot be in attendence, due to work schedules or illness, at the time the applications are completed.
